Senior Workforce Analyst

End Client: DoD Joint Artificial Intelligence Center (JAIC)

ALTA IT Services is searching for an exceptionally talented Senior Workforce Analyst to assist the DoD Joint Artificial Intelligence Center (JAIC) with the development and execution of a robust strategic workforce planning capability to build and sustain the DoD’s artificial intelligence workforce. The successful candidate will be capable of assisting the JAIC with the design and development of the methodology, strategies, processes, and analytic tools to characterize, segment, track, analyze, and forecast the Department’s artificial intelligence workforce. The candidate will provide the client with the requisite expertise for developing the DoD Strategic Workforce Plan for growing and retaining the artificial intelligence workforce of the future.

Responsibilities:

  • Provide expertise and consultative advisement in for the development and implementation of a robust strategic workforce planning capability, with a significant focus on strategic or operational workforce planning initiatives, such as, workforce demand analysis, workforce supply analysis, gap analysis, predictive workforce modeling and forecasting, and workforce strategy development
  • Deploy strong interpersonal and consultative skills to build relationships and interface with human capital leaders internal and external to the DoD
  • Facilitate the strategic workforce planning process and provide technical expertise for the development the DoD Artificial Intelligence Strategic Workforce Plan, composed of short and long-term strategies to workforce address challenges and opportunities
  • Conduct job task assessments to develop technical competencies, competencies, work roles, knowledges, skills, and abilities
  • Design, develop, and implement competency assessment proficiency levels and tools
  • Conduct workforce baseline, gap, and future state skill assessments to develop recommendations for closing critical artificial intelligence skill gaps
  • Design and develop career paths for artificial intelligence professionals
  • Develop implementation guidance, fact sheets, and training materials for human resources and training practitioners
  • Design and execute complex workforce data collection methodologies, performing quantitative and qualitative data analyses, predictive modeling, composing well-written, data-driven reports, and preparing briefings for senior-level audiences
  • Maintain and analyze timely analytics and metrics for reporting on strategic workforce initiatives on a weekly, monthly, quarterly and/or annual basis
  • Maintain cognizance of relevant human capital trends and best practices for the artificial intelligence workforce
  • Prepare reports, briefs, white papers, correspondences, strategic communications, etc.

Requirements

  • 12 years of related experience in applying expertise for the development and implementation of a strategic workforce planning capability in large organization, with a significant focus on strategic or operational workforce planning initiatives, such as, workforce demand analysis, workforce supply analysis, gap analysis, predictive workforce modeling and forecasting, and workforce strategy development
  • Experience developing data-rich strategic workforce plans, strategies, and reports
  • Experience designing and executing complex data collection methodologies, performing quantitative and qualitative data analyses, composing well-written, data-driven reports, and preparing visually appealing briefings and products for senior-level audiences
  • Experience leveraging cross-functional data, tend analysis, and predictive modeling to develop recommendations (courses of action) to aid decision making processes that affect the organizational changes and business processes
  • Extensive experience in technical workforce competency development, modeling, and assessment
  • Expertise and experience in conducting job task assessments to develop technical competencies, competencies, work roles, knowledges, skills, and abilities
  • Experience designing, developing, and implementing competency assessment proficiency levels and tools
  • Experience conducting workforce baseline, gap, and future state skill assessments to develop recommendations for closing critical skill gaps
  • Experience designing and developing career paths for technical professionals
  • Strong facilitation skills and the ability to build relationships and interface with senior level leaders across the organization
  • Experience with contributing to multiple projects in a fast-paced, high-intensity, team-oriented environment
  • Advanced MS Word, PowerPoint, Excel, and Outlook application skills.
  • Bachelor’s Degree in Industrial/Organizational Psychology, Organizational Behavior, Human Capital Management, Human Resources, Organizational Development, Business Administration, or related field

Desired Skills

  • Prior Federal government, professional services, or Federal consulting experience
  • Experience supporting an Office of the Secretary of Defense organization
  • Prior Federal strategic workforce planning, workforce/human capital analytics, strength management, and succession planning
  • Experience using established software programs, including Tableau, SPSS, and R
  • Experience designing, developing, and managing career field management or functional community management for technical professionals
  • Strong experience with Office of Personnel Management (OPM) competency models in and proficiency levels
  • Familiarity with OPM's Multipurpose Occupational Systems Analysis Inventory - Close-Ended (MOSAIC) methodology helpful.
  • Knowledge of the National Initiative for Cybersecurity Education (NICE) framework and/or the DoD Cyber Work Role Framework
  • Knowledge of artificial intelligence, machine learning, and data science concepts, methodology, techniques, and technologies
  • Familiarity with DoD task management systems and SharePoint
  • Master’s degree in Industrial/Organizational Psychology, Organizational Behavior, Human Capital Management, Human Resources, Organizational Development, Business Administration, or related field
  • Workforce Planning Certification
  • People/Workforce/Human Capital Data Analytics Certification
