Duties

This position is located in the
U.S. Capitol Police (USCP), Office of the Assistant Chief for Protective and Intelligence Operations, Security Services Bureau (SSB), Physical Security Division (PSD), System Operations Section (SOS).

The incumbent of this position serves as technical expert in the
programming and operational aspects of a
variety of security systems,
including video analytics and other artificial intelligence (AI) systems
designed to augment the Department's security posture.

Specifically, major duties and responsibilities include:
Artificial Intelligence Applications Development - Serves as the subject matter expert and provides technical guidance
concerning AI, specifically video analytics and video analytics systems
testing, evaluation, and assessment.

Drives the development and
establishment of new/novel video artificial intelligence and machine learning
programs and approaches to advance computer-based technology.

Develops and implements video
analytics strategies to enhance security measures, identify
patterns, and improve operational efficiency.

Security Systems Analysis - Analyzes and identifies
security gaps; implements mitigation measures to close such gaps; creates and
updates solutions to conform to evolving security threats; implements
enhanced checkpoint screening systems to detect unauthorized items.

Develops and reviews project
test plans, schedules, resource needs, and test performance metrics to conduct test and evaluation for algorisms,
systems integration, UI/UX
testing, and system operation.

Conducts periodic audits and quality checks; implements safeguards and protects
video analytics systems and data from unauthorized access.

Security Systems Policy and Planning - Provides subject matter expertise and advice on the application of artificial
intelligence (specifically video analytics) policy, best practices, standards,
principles, theories, and techniques.

Coordinates vision and strategy of
video analytics implementation with other
stakeholders within the Department.

Requirements

Conditions of Employment

You must be a U.S. Citizen.
Successful completion of a Background Investigation is required.
Must complete a one year probationary period.
Must be able to obtain and maintain a Top Secret / Sensitive Compartmented Information Security Clearance.
Must be available to perform emergency operations duties outside your realm of expertise.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

To qualify at the CP-10 grade level, you must have at least 52
weeks of specialized experience that is equivalent to the CP-09/GS-11 grade
level which is in or directly related to the line of work of the position to be
filled.

To qualify at the CP-11 grade level, you must have at least 52 weeks of specialized experience that is equivalent to the CP-10/GS-12 grade level that is in or directly related to the line of work of the position to be filled.

Specialized experience must have demonstrated knowledge, skills, and abilities to successfully perform the duties of the position.

Such specialized experience is defined as:

(1) Comprehensive knowledge of, and familiarity with,
procedures and regulations related to the principles for designing and
advancing physical security systems and practices as they relate to computer vision,
object recognition, and machine learning techniques for video artificial
intelligence and computer-based technology.

(2) Strong leadership ability to coordinate with all
operating elements as it pertains to video analytics and artificial
intelligence security program issues and functions.

(3) Skill in identifying and analyzing security gaps,
developing and implementing mitigation measures, and adapting solutions to
address evolving security threats.

(4) Skill in developing, defining, and establishing
parameters to retrieve information from video analytic and artificial
intelligence security systems.

Background InvestigationMust successfully complete all components of the USCP full field background investigation. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts. Providing false and/or misleading information may be grounds for removal from the application and selection process.
