The Director of Data Services and Intelligence leads the full suite of data services offered across all brands and business processes at UHOne.  These services include standard business reporting, ad hoc reporting, self-service analysis and reporting, VIP reporting, business controls reporting, Machine Learning and business integration services requiring data support.  The Director of Data Services will lead the delivery of these services across Sales, Marketing, Finance, Actuarial, Claims, Customer Service and M&A.  Also included in the scope of this role is the enablement of strategic platforms including the enterprise warehouse, data lake, cloud-based machine learning platform, strategic data streaming and the self-service data market.  The Director of Data Services and Intelligence reports to the VP, Digital Commerce Strategy and Solutions with the following goals and responsibilities:

Primary Responsibilities:              

  • Maintain integrity in all human resource responsibilities inclusive of performance and people management, career development and professional responsibility 
  • Place human development and management fundamentals as the top priority of your role 
  • Define the DSI line of services for the UHOne organization with clear scope definitions and service level commitments
  • Establish strategic roadmap for service line enablement and align with business owners and customers setting clear expectations around data access and availability
  • Liaise with the business leaders to determine operational reporting and analytics gaps and opportunities across all business processes 
  • Establish data and reporting improvement roadmaps for each business area   Commit these roadmaps to execution plans      
  • Define and deploy a demand management process capturing business reporting requirements 
  • Manage the supply and demand for departmental resources and ensuring business priorities are addressed in proper order and customer expectations are properly set on estimated delivery dates 
  • Migrate the organization toward the self-service data market by automating the delivery of data from our operational systems to a decision support and analysis platform for executive, power user and business analysts
  • Drive an enterprise data literacy program raising the organizational competencies around business data and associated dictionaries and tools 
  • This must include a standard curriculum training the organization on tools, data products and the self-service data market     
  • Establish subject area data models to drive clarity and consistency in data sourcing, data dictionaries and reporting 
  • Make data dictionaries available for business users in a digestible format
  • Define and implement the long-term data warehousing strategy integrating operational data sources into a physical or virtual environment  
  • Explore enterprise offerings such as snowflake as a low cost, cloud-based option to achieve this outcome
  • Define and implement the Machine Learning environment in the cloud leveraging standard ML services offered in the cloud and extending these services with advanced modeling capability and reusable libraries of models targeted at real business problems and opportunities
  • Define and implement the data lake and consumer data platform (CDP) required to drive targeted marketing, lead generation, personalized experiences and customer persistency/retention tactics
  • Define and deploy Keystone data streaming capabilities to drive effective in data delivery and quality across the ecosystem
  • Collaborate with the Capability Management Team to define opportunities for applying intelligent automation through process mining, robotic process automation and machine learning
  • Establish a governance model controlling the evolution of the data models, related data assets, data quality and clear data ownership across the organization      
  • Provide digital sales and marketing detailed ROI and ROAS models to track marketing spend and associated outcomes 
  • This includes end to end tracking of marketing campaign performance and the consumer journey 
  • Provide recommendations for optimization of conversion and ad spend by dimensions such as product, channel and producer class/type 
  • Maintain compensation programs for sales agents and enhance these programs as needs evolve Over time work with senior leadership to transition thee and other business reporting responsibilities back into the respective business process areas
  • Provide on-going data and reporting support for broker contests and incentive programs in collaboration with field producer management team
  • Manage multiple agile teams within the UHOne operating model driving future planning Increments 
  • Participate in PMC forums as appropriate as the subject area leader for data across all value streams  
  • Leverage relationships with Optum IT services to ensure we leverage enterprise physical, digital and intellectual assets to accelerate our progress and remain cost effective

Required Qualifications:

  • Undergraduate degree or equivalent experience
  • Data Science Degree
  • 15+ years of experience in data analytics
  • 10+ years of experience in department/people management
  • 10+ years of experience in management large departments of data professionals (20 - 40)
  • 5+ years of experience in turning data into insights
  • 5+ years of experience in Azure Machine Learning or Equivalent ML environment
  • Background in Sales and Marketing Reporting

Colorado, Connecticut or Nevada Residents Only: The salary/hourly range for Colorado residents is $110,200 to $211,700. The salary/hourly range for Connecticut/Nevada residents is $110,200 to $211,700.
