The BI Developer is responsible for the design, development and support of business intelligence solutions that meet the District's reporting and analytic needs. This individual will fulfill reporting and dashboard requirements for various departments across the organization, providing them with timely information that enables them to make various quality, financial, program and policy related decisions. He/she will work with the IT technical staff to coordinate the creation and management of dashboards, scorecards, reporting and analysis presentations, structures and data. Develop and maintain Extract Transform and Load (ETL) and data warehousing processes and measures related to BI reporting. Work with stakeholders and the data team to design data visualizations and determine the best method to present data to end-users using drilldowns, tables, gauges, graphs, charts and other intuitive graphical add-ons. Collaborate with external BI solution provider(s) and internal IT teams to ensure the existing BI software platform remain current and operationally stable.



  • Participate in the development and implementation of the District's Business Intelligence (BI) strategy
  • Participate in meetings with stakeholders to identify requirements and recommended best practices/solutions
  • Translate business needs to technical specifications
  • Lead design, development, test and implementation of online reporting, strategic dashboards and artificial intelligence use
  • Articulate the value of BI and analytics solutions across the District partnering closely with key stakeholders in functional areas
  • Partner with departments to identify new BI solutions and/or improvements to existing solutions to yield measurable business value
  • Identify opportunities to standardize data source models for automation of dashboards to provide real-time insights
  • Participate in the development and execution of the enterprise data warehouse and data architecture
  • Establish and ensure adherence to a set of guiding principles for data visualization and analytics reporting practice
  • Assist in defining best practices and standards for creating dashboards
  • Manage and support dashboard reporting solutions in compliance with department Service Level Agreements (SLAs)
  • Provide software development and system integration capabilities where needed
  • Collaborate with external BI solution provider(s) and internal IT teams to ensure the existing BI software platform remain current and operationally stable


  • Expertise in developing and customizing dashboards
  • Knowledge in Artificial Intelligence
  • Excellent written and verbal communication skills
  • Strong problem solving, and analytical and decision-making skills
  • Ability to work with all levels of management
  • Ability to work with cross-functional teams
  • Experience working collaboratively with data strategist and analysts and other end-users to gather visualization and reporting needs and requirements
  • Experience with data blending or joins to integrate data from multiple data sources
  • Experience manipulating and visualizing a variety of common data types including, but not limited to, numeric, string, date time, and geographic/geometric
  • Minimum 2 years of experience with batch extract, transform, load (ETL) tools such as Microsoft SQL Server Integration Services (SSIS)
  • 2+ years of visualization design experience to include dashboards, executive briefings, or front-end visualizations with any of the industry leading data visualization tools
  • 2+ years of progressive experience in business analytics
  • Experience in various cloud solution offerings—e.g., SaaS, PaaS, and IaaS
  • Experience in configuring and creating SSIS solutions for ETL and business intelligence
  • Experience in data modeling and warehousing
  • Experience in SQL server, SSRS, JavaScript, .NET

  • Bachelor's degree in information technology, management information systems, computer science, or a combination of education and experience equivalent to a bachelor's degree
